WHO Program
The Winter Hospitality Overflow Program (WHO) is the program that bridges the gap between limited shelter space and the increasing number of people who seek shelter during the winter months.

WHO is operated by Share and the Council for the Homeless, in partnership with St. Andrew and St. Paul Lutheran Churches. Last year, WHO provided safe and warm accommodations for 675 men, women and children in our community.

Through WHO, emergency shelter is available at St. Andrew, St. Paul and Share House seven nights a week. St. Andrew accommodates up to 25 members of families; those staying at the church can obtain meals from Share Orchards Inn, located just a few blocks away. Twenty-four single men can find shelter at St. Paul; men staying at the church can access shower facilities, wash and dry laundry and receive meals at Share House. An additional 15 homeless men are accommodated in the Share House dining room.

Each year, 30 faith-based organizations and more than 900 volunteers give of their time and money to support this valuable program. If you would like to make a financial contribution to support WHO, please mail your check, earmarked for WHO, to: The Council for the Homeless 2500 Main Street Vancouver, WA 98660.
